This position is included within a specialty that involves research and
study of atmospheric systems and processes and the role they play in the
Earth's energy and hydrological cycles. The work involves analyzing and
understanding the effects of the natural environment on the selection,
design, construction, test and operation of atmospheric and space
vehicles. The work involves defining basic terrestrial and planetary
atmospheric environmental data needed in response calculations of
various vehicle systems; to study space weather/radiation; and to
support engineering and/or operations of various vehicles. The work
involves programming as required to perform duties, including data
reduction, analysis, archiving, and integration of data, from numerous
sources, both historical and current, to support project requirements
and Center activities. The work involves supporting NASA wide working
groups and committees specific to aerospace meteorology. The work may
also involve supporting climate-adaptive and/or local climate
initiatives at the Agency level. Duties may also include monitoring
contractors engaged in this work.
This position is also being announced under Merit (Competitive Placement
Plan, NPR 3335.1H) procedures opened to all status candidates. If you

Provide advocacy and technical leadership for both Agency-sponsored and
reimbursable/outside customer meteorological investigations. Plan,
conduct, review and advise on complex meteorological analysis and
development studies in support of programs, projects, and local
initiatives, including areas where technical problem definitions,
methods, and/or data are highly incomplete, uncertain or unknown. Plan
and conduct complex experimental meteorological studies that may result
in new guidelines, and/or may have a profound effect on program or
mission capability and/or operating procedures. Document, present and
report study results to management and colleagues, and maintains
professional contacts within the Agency and industry. Participate in
fostering improved service through the establishment of relationships
with customers.
Serve as an authoritative source of meteorological consultation for
other meteorologists and program specialists and performs a key role in
resolving issues that significantly affect scientific programs. Lead
training and science/technology infusion initiatives to improve and
enhance forecasts, warnings, and decision support services. Provide
guidance and technical advice to employees and peers in the performance
of related assignments. Represent the organization, programs, or the
government's interests, including representing the agency before public
bodies. Collaborate with peers across NASA and other Agencies, academia
and the private sector, to identify and/or develop enhanced forecast
procedures and technologies, to be used in-house.
Maintain readiness, modernization and operation of the Center's
meteorological infrastructure for gathering atmospheric science data,
for use in project support and/or meteorological research. Maintain
cognizance of current state-of-the-art as applied to meteorological
equipment, and keeps management and team informed on the status of the
Center's meteorological equipment.
Launch weather balloons to conduct meteorological science studies as
required. Operate a truck (under 10,000 pounds) to move weather testing
equipment including but not limited to weather balloons, weather balloon
launch systems, helium tanks, and sensors to deployment locations. This
equipment may weigh up to 50 pounds and may need to be lifted up to one
meter off the ground (to load and unload truck). The deployment location
will primarily be outdoors in the high Mojave Desert which will include
surrounding area dry lake bed. Driving around Edwards Air Force Base
lake beds will require a Level III flight line driver license.

Applicants must meet one of the following requirements:
(a) One year of professional experience in an appropriate field at least
equivalent in difficulty and responsibility to GS-9 level work in the
Federal service within or closely related to the aerospace technology
specialty for which application is made. Examples of specialized
experience at the GS-11 level would include: Experience in professional
meteorology or aviation meteorology. Experience with atmospheric
measurement instrumentation (such as weather monitoring units, weather
balloons and associated systems, lidars/sodars, and weather radars),
including instrumentation operation, and conducting analysis of the data
provided by the instrumentation. Programming experience in a scripting
language such as Matlab or Python; experience in multi-platform (Linux,
Unix or similar) systems; experience writing code to analyze data (ex:
balloon data, METARs, climate data, forecast model data and others).; or
(b) Completion of all requirements for a doctoral degree (Ph.D. or
equivalent) in an appropriate field; or
(c) Completion of three full academic years of graduate education in an
appropriate field; or
(d) An equivalent combination of experience and graduate education.
At the GS-11 level all applicants will be rated on the following
competencies: observing or forecasting local weather conditions(Specific
capabilities include high resolution in-situ or remote sensing of wind,
temperature and humidity; mesoscale meteorological modeling; radar
meteorology); spectrum of atmospheric modeling tools (satellite models,
local observations and models, working experience with using a scripting
programming language, data analysis skills, communication skills (oral,
written, multimedia),experience with measurement and instrumentation
systems used to characterize the atmosphere and weather-related hazards.
*At the GS-12 level:*
One year of professional experience in an appropriate field at least
equivalent in difficulty and responsibility to GS-11 level work in the
Federal service within or closely related to the specialty which
equipped the applicant with the competencies required to perform
successfully the duties of the position. In addition to GS-09 level
experience stated above, examples of specialized experience at the GS-11
would include: Experience in planning and conducting complex, multi
stage/step experimental meteorological studies looking at unknown
effects of meteorological phenomena or meteorological systems in
unconventional ways, through long-range proposals, and using

*Basic Education Requirement:*
A bachelor's degree from an accredited college or university with major
study in engineering, physical science, mathematics, life sciences,
computer science, or other field of science. Degrees in engineering
technology are not considered to be qualifying for this position.
*Required college majors for applicants qualifying on the basis of
graduate education only at the GS-11 level:*
Any appropriate field of engineering, physical or computer science or
mathematics. Study must include or be supplemented by six semester hours
or the equivalent in appropriate life or other natural science courses,
and include or be supplemented by at least two courses which would
provide knowledge of subjects appropriate to the vacancy being filled.
U.S. citizenship is required.
