Participates in the implementation of Western Area Power
Administration's (Western) environmental program, which encompasses 15
western States. Participates and leads natural resource program
activities. Provides expertise and technical support to Regional Offices
and other CSO offices for meeting the requirements of the National
Environmental Policy Act; Endangered Species Act; National Historic
Preservation Act; the Clean Air Act; the Clean Water Act; Executive
Orders; and DOE and Western policy. Coordinates with utilities and
businesses, local, State, and other Federal agencies, Tribes, and other
stakeholders in support of these activities.

*SPECIALIZED EXPERIENCE REQUIREMENTS*
A qualified candidate's online application and resume must demonstrate
at least one year of specialized experience equivalent to the next lower
grade level in the Federal service. Specialized experience for this
position is defined as:
GS-13 - Experience managing the environmental impact statement
requirements of the National Environmental Policy Act, and other
environmental planning regulations, policies, and guidance for large
complex construction projects, such as large public utility facilities
or comparable.
*ADDITIONAL QUALIFICATIONS REQUIREMENTS*

1. Expert knowledge of NEPA requirements, compliance regulations,
policy, and guidance and practical experience implementing these
requirements.

NEPA regulatinos as well as quality and timeliness of the work product
3. Experience in establishing and maintaining effective long-term
working relationships with Federal, state, and local governments and
other stakeholder groups.
4. Knowledge of natural resource management and protection legislation
and regulations and the underlying technical disciplines which may
include general science, biology, land use, air quality, water
quality, socioeconomics,relevant to environmental impact analyses
5. Ability to deliver presentations, chair inter-agency and public
meetings, formulate comprehensive briefing papers, and develop
effective interpersonal relationships
