***BLM is seeking a dynamic and energetic individual to join the team as
a Geographer.**The BLMmanages more land - approximately 253
million acres - than any other Federal agency. This land, known as the
National System of Public Lands, is primarily located in 12 Western
states, including Alaska. The Bureau, with a budget of about $1 billion,
also administers 700 million acres of sub-surface mineral estates
throughout the nation. The BLM's multiple-use mission is to sustain the
health and productivity of the public lands for the use and enjoyment of
present and future generations.
The Geographer position is located in the Division of Resource Services,
Branch of Resource Data, Geospatial Section, at the National Operations
Center (NOC). This position contributes to the Bureau's on-going and
future goals by serving as the Senior Remote Sensing Specialist,
providing leadership and assistance in the development and use of
advanced technological applications for resource management, Bureau-wide.

The incumbent of this position will:
* Identify, research, develop, and test existing technologies and
techniques to enhance capabilities for resource assessment,
inventory, and monitoring, GIS database development (e.g., data
conversion, data processing, etc.), data integration, and GIS
applications and analyses (e.g., applications, modeling, expert
systems, artificial intelligence, etc.).
* Plan, direct, and supervise the testing and validation of remote
sensing technology to address management issues.
* Perform or technically supervise image processing for natural
resource applications relevant to the needs of the BLM.
* Evaluate and recommend new and emerging geospatial data products,
techniques, and applications.
* Develop and implement procedures to oversee, evaluate, validate and
enforce compliance with remote sensing integration policies.
* Assess the suitability of nationally applicable remote sensing
imagery/data.
* Serve as a peer reviewer for internal documents and professional
publications relating to remote sensing and related technologies.
* Enable Bureau geospatial service contracts through the development
of Action Plans and Statements of Work and serve as COR for
geospatial technology development and integration activities.
* Represent the BLM at formal and informal meetings and conferences to
present authoritative information, to explain proposals and
projects, and to exchange information.
* Obtain and maintain an appropriate security clearance to access and
use classified remote sensing data.

*Specialized Experience Requirements:*In order to be rated as qualified
for this position, we must be able to determine that you meet the
specialized experience requirement - please be sure to include this
information in your resume. To be creditable, this experience must have
been equivalent in difficulty and complexity to the next lower grade of
the position to be filled. For the GS-13, this would be 1 year of
specialized experience equivalent to the GS-12. Specialized experience
for this position includes leading remote sensing projects for natural
and cultural resource management activities.
*Educational Requirement:* Applicants must meet one of the following
education requirements for this position:
1. *Degree:* geography; or related physical or social science such as
geology, meteorology, economics, statistics, sociology,
anthropology, political science, history, cartography, computer
science, urban studies, or planning that included at least 24
semester hours in geography or related fields.

2. *Combination of education and experience:* courses equivalent to a
major in geography, or a related field that included at least 24
semester hours in geography or related fields, as shown in A above,
plus appropriate experience or additional education.
HOW YOU WILL BE EVALUATED:

remote sensing, digital image processing, and geographic information
systems.
2. Ability to work with multiple sensor technologies such as LIDAR,
aerial photography, high resolution satellites, LANDSAT, and MODIS.
3. Ability to work within and lead a team of diverse physical,
biological, ecological, technical, and environmental sciences
personnel to foster the use of remote sensing for natural resource
management.
4. Knowledge and skill to develop and review technical and policy
information with/for sufficient accuracy and consistency to form the
basis of policy, standards, guidelines and procedures.
5. Ability to represent/advocate for the Bureau and work unit, to build
and maintain collaborative partnerships, and to engage in productive
joint work ventures.
