A postgraduate fellowship opportunity is available at the U.S. Environmental Protection Agency’s (EPA) Office of Transportation and Air Quality in Ann Arbor, Michigan. The fellowship will be served with the Transportation and Climate Division (TCD). 

The fellow will work with TCD’s modeling and inventory team and gain a firsthand view of how OTAQ develops and updates its mobile source emissions models. This position will also give the fellow experience with how public policy influences model development and how guidance for using the model is developed to help state and local transportation and air quality agencies (and other stakeholders) use the model in the field. 

In addition, the fellow will have an opportunity to learn how Clean Air Act policies are implemented and will become familiar how EPA informs and engages with stakeholders. 

The fellow may participate in activities that include the following: 
•    Assist in the development, testing, and application of both current and future versions of the MOVES mobile source emissions model. 
•    Plan and develop technical training, guidance, and outreach materials for both internal and external audiences related to applying MOVES and other emissions models in real-world situations. 
•    Assist TCD in developing recommendations for using air quality dispersion models (especially AERMOD) for mobile sources and transportation projects. 
•    Help implement agency guidance for using MOVES and air quality dispersion models at the project-level for highway, intersection, and transit projects. 
•    Provide support to development efforts on other emissions models, including NONROAD.
•    Participate in calls and meetings with EPA regions, state and local agencies, and other stakeholder groups regarding implementation of EPA’s emissions and air quality models and applicable guidance. 

Qualifications: 

Applicants must have received a bachelor’s degree or higher in a biological or physical science, engineering, environmental management/policy, or meteorology within five years of the desired state date, or completion of all requirements for the degree should be expected prior to the starting date. 

Specific criteria desired in an applicant include: 
•    Familiarity and experience with mobile source modeling, including use of EPA’s MOVES model. 
•    Experience using air quality dispersion models, especially AERMOD. 
•    Experience with applying standard techniques and procedures used in air quality assessments. 
•    Familiarity with existing EPA technical and policy guidance for using mobile sources emissions models and air quality dispersion models for regulatory and other purposes. 

Additionally, eligible applicants must fall into one of the following categories: 
•    Be currently enrolled in an accredited U.S. college or university pursuing a degree in a science or engineering discipline, or a related discipline; or 
•    Have received such a degree within five years of the start date of the appointment; or 
•    Currently serve as a full-time teaching faculty member at an accredited U.S. college or university. 

The appointment is full-time for one year and may be renewed upon recommendation of EPA and subject to availability of funds. An annual stipend will be provided and will vary depending on educational level of the participant. No travel or relocation expenses will be paid. The fellow must provide proof of health insurance. The fellow does not become an employee of EPA nor of ORISE.
