Overview

The National Ecological Observatory Network=20
(NEON) is a $430 million dollar observatory=20
project dedicated to understanding how changes in=20
climate, land use and invasive species impact=20
ecology. For the next three decades NEON will=20
collect a comprehensive range of ecological data=20
on a continental scale across 20 eco-climatic=20
domains representing US ecosystems. NEON will use=20
cutting edge technology including an airborne=20
observation platform that will capture images of=20
regional landscapes and vegetation; mobile,=20
re-locatable, and fixed data collection sites=20
with automated ground sensors to monitor soil and=20
atmosphere; and trained field crews who will=20
observe and sample populations of diverse=20
organisms and collect soil and water data. A=20
leading edge cyber-infrastructure will calibrate,=20
store and publish this information. The=20
Observatory will grow to 300+ personnel and will=20
be the first of its kind designed to detect and=20
enable forecasting of ecological change at continental scales.

Summary:

Reporting to the Project Scientist, the Assistant=20
Director for Biometeorology manages the design of=20
the scientific rationale and procedures for the=20
Fundamental Instrument Unit (FIU) of the NEON=20
Project. This position is responsible for=20
overseeing the scientific rationale, sampling=20
designs, budgets, schedules, and personnel for all FIU activities.

Essential Duties and Responsibilities:

=95 Manage a large, diverse team of scientists to=20
develop the automated approaches for data=20
collection from terrestrial towers and soil=20
instruments, to enable the study of air-shed and soil for the NEON Project.

=95 Responsible for the development and management=20
of the FIU schedule, budget, risks, and documentation.

=95 Develop and oversee instrumentation designs for=20
air-shed and soil measurements.

=95 Develop QA/QC protocols for field sampling and data processing.

=95 Develop the scientific rationale for scientific measurements and=
 methods.

=95 Develop training material and field manuals for all field and lab=
 procedures.

=95 Develop L1 data products and quality check data=20
from field crews and external labs.

=95 Work with the NEON CVAL lab to develop=20
appropriate workflows for data quality control and quality assurance.

=95 Work with NEON scientists to develop=20
appropriate data formats for public data access.

=95 Coordinate information sharing with relevant=20
scientific and academic communities.

=95 Work with collaborating laboratories and NEON=20
scientists to facilitate publication of results,=20
and collaborate with other NEON scientists to=20
prepare reports and develop recommendations for=20
best practices, future analyses, and data processing.

=95 Participate in the larger NEON science=20
community, including participating in research=20
collaborations and attending meetings and conferences.

=95 Follow and participate in the development of=20
NEON safety and Field Operations policy and procedures

Required Education, Experience, Knowledge, Skills:

=95 PhD in ecology, environmental science, or related field.

=95 10 years=92 experience with methods in ecology,=20
including instrumentation, air-shed and soil analyses.

=95 Experience managing budgets and schedules for a=20
department and large scale scientific project.

=95 Experience with scientific writing and review.

=95 Strong communication and interpersonal skills.

Preferred Education, Experience, Knowledge, Skills:

=95 Experience with land use, invasive species, and=20
climate change data collection and analyses.

=95 Experience working with towers, remote sensing=20
instrumentation and soil instrumentation.

=95 Experience working in a collaborative scientific enterprise.
