[Dart-users] minor update to wrf obs preprocess, updated ssec converter

hello dart-users,

i have just committed a minor update to the wrf_dart_obs_preprocess.f90 
program
in the wrf directory.  it takes the input time in gregorian day/seconds 
format instead
of a calendar y/m/d_h:m:s format, and it should be faster in creating 
large obs_seq files.

i also committed an updated SSEC cloud-wind converter.  it no longer 
requires
an analysis time as input, it maintains the original timestamps for the 
observations
in the input files, and it uses the common observation utility routines 
to create and
add the obs to the outgoing sequence.
