Making a branch to test the matlab diagnostic support for:

* qc8 
* clean support of diagnostics files with no posteriors
* limited support for diagnostics that occur 'monthly' these are diagnostics that have
a bin center on the FIRST of the month. If a 'month'-wide bin is desired, that implicitly means the middle of the previous month to the middle of the current month.
