[Dart-dev] building the AIRS converter on yellowstone

hi all,

i just successfully rebuilt the AIRS obs converter on yellowstone.
ryan has run it and it seems to be working.  (this one is trickier
than the others because it uses a billion extra libraries.)

i've updated the development branch: observations/AIRS/AIRS.html
to include the script i used to download and build all the libs,
and then how to update 'work/mkmf_convert_airs_L2' to compile
the converter.
