replaced thoar,nancy with USER variable so we don't fight over that ...
Since the thoar cesm_1_1_beta04 has code mods in it, that 'thoar' stays.
replaced 'coldstart' nomenclature with standard 'startup' (as opposed to 'hybrid')
No user-visible changes. Should not affect performance.
