[Cyclists] Mesa road closure lifted - for now

The first section of Mesa Road trenching nears completion.  The conduit 
has been placed and the trench filled.  The asphalt cap will be in place 
Wednesday (7/15) afternoon and the no bicycle signs removed Wednesday 
morning.  You may resume using the road tomorrow morning, exercising 
caution at the gravel filled trench.  Be prepared for re-routed or 
stopped traffic while the asphalt cap is installed, presently planned 
for mid afternoon.
