[Cosmic_announce] fiducial data outage--lower orbit tolerances

Greetings:  In order to preserve service during a partial outage of 
fiducial data (the CDDIS server is down) we are lowering our orbit quality 
check tolerances for the next few days.

Profiles generated at CDAAC may be slightly less accurate above 25 km.
