DARPA has a newly announced program called Space Environment Exploitation
(SEE).
SEE was recently pitched and was given approval by DARPA's Tech Council to
disrupt the way we do near-earth space environment modeling, simulation, and
observation to provide information that is operationally and tactically
relevant for a commander.

ionosphere/thermosphere coupling. These programs are usually well-funded
enough to support instrumentation and experiments in addition to modeling
