[cam-users] total novice "bug"

I hope this is the right venue for this problem.
I'm trying to run CAM for the first time, using the instructions
on the CAM User's Guide "Quick Start" web page. I downloaded the
standard configuration, moved it to Blackforest, uncompressed and
un'tar'ed, it, and changed the name of 'camroot' to the location of
the source code and data
( from ##set camroot = /fs/cgd/data0/$LOGNAME/cam2.0.1
to set camroot = ${HOME}/CAM/cam2.0.1), and ran run-ibm.csh.)
I get the following message:
** Cannot find libnetcdf.a in specified directory: /usr/local/lib

** * by the command-line option -nc_lib
** * by a default configuration file, specified by -defaults

configure failed
2) I don't know where to look for the "configuration cache xml" file
(I do find a config_cache_defaults.xml file)
3) The namelist files are whatever is provided with the Quick Start
standard configuration.
4) I didn't find any log files in /ptmp/$LOGNAME/$CASE (which doesn't exist)
or /ptmp/$LOGNAME/$case.
It looks like something simple which I shouldn't have to dig to figure out.
Tell me if I'm wrong about that, or please point me in the right direction.
