[ASP-GAU-Users] over allocation

Hi all,

I managed to push us up over 105% for the 90 day allocation yesterday.
(30 day usage is 113, but I believe the magic number is 120.)  I'll be
gone the next two weeks and not doing more runs though, so hopefully
it will fall under 105% in two days (Mar 11, the second day in the
90-day sequence has ~276 gaus used).  In the meantime, I think our
priority is decreased, so we should probably use the economy queue
until we get back down under 105%.

Maybe this will convince people we need more GAUs. :)
