I reinstalled all fedora libz libpng and jasper.
I got this:
./ngl/libg2_4.a(dec_png.o): In function `dec_png_':
dec_png.c:(.text+0x148): undefined reference to `png_set_longjmp_fn'

I finally compiled and installed those three libraries (http://www.mmm.ucar.edu/wrf_tmp/WRF_OnLineTutorial/SOURCE_DATA/libs_for_wps.tar)
to my WPS working directory and adjusted all the configure paths to them.
I then succeeded in compiling ungrib with libpng and jasper.

It seems that the new libpng libraries ( >1.4 )are not compatible with WPSV3.3.1 as distributed.

A patch by someone who knows what they are doing along the lines of the one described at:

http://stackoverflow.com/questions/5190554/unresolved-external-png-set-longjmp-fn-in-libpng

would be a welcome thing.
