I don’t have the code itself, but it can be computed easily from Matlab or NCL or other software packages. The procedure on how to do it is explained in detail (and with examples) in

I'm trying to find existing software for calculating and analyzing kinetic energy spectra from WRF limited area runs. So far the closest I've come is a NCL script for global model output, but that uses spherical harmonics and a lat/lon grid (i.e., not applicable to WRF).

I'm aware of Bill Skamarock's paper from 2004, but it doesn't look like his code is on-line.
