Waylon,

  The Data Support Section at NCAR (http://dss.ucar.edu) maintains archives of global surface and upper air observations from several measurement platforms in WMO BUFR format.  These data are current and readily available.  The surface observations are available at http://dss.ucar.edu/datasets/ds461.0/, while the upper air observations are available at http://dss.ucar.edu/datasets/ds351.0/.  The "DS Software" tabs at both locations contain software to convert these files to little_r format.  I've modified the implementation of the software I obtained.  Let me know if you'd like a copy.

Dear List,

Does anyone possess software that will allow me to convert observations, 
in formats other than NMC ON29, to the wrf_obs/little_r format? I prefer 
software that requires the input data to have a format that can be 
readily obtained from an archive that already exists and that I can 
access. For example, I have the ability to obtain hourly surface 
observation files in netCDF format. My objective is to run OBSGRID in 
order to provide data for the observational nudging component of FDDA.
