Hi Roberto,
firsly, thank you for answer,maybe you can be right.I can express my situation such that:
 
I have been working on wrf project at Middle East Technical University, TURKEY.I got observations from ECMWF.However the format of their data is buffer.I want to use this obs. at 3d-var.But 3d-var take input as little_r format as you know.At this point,I did not find any documatation for this conversition.And I did not know exactly the structure of the little_r format.
If you have any suggestion about conversion from buffer to little_r ,ı will take into considiration.
