EMPLOYMENT OPPORTUNITY WITH THE U.S. ENVIRONMENTAL PROTECTION AGENCY

STATE AND LOCAL CLIMATE AND ENERGY PROGRAM
Environmental Protection Specialist or Environmental Engineer
Federal grade level: GS-9, 11, 12 or 13
Duty station: EPA headquarters, Washington, D.C.

EPA’s State and Local Climate and Energy Program seeks a highly
motivated and energetic person to help support state and local
governments pursuing climate change mitigation. The incumbent will be
responsible for a range of policy and analytic efforts involving
co-benefits of greenhouse gases (GHG) mitigation strategies, especially
energy efficiency and renewable energy.  The incumbent will work
directly with state and local officials to identify opportunities for
promoting GHG reducing activities within current and potential future
regulatory state and federal constructs.

The incumbent will be part of a dynamic team that conducts and provides
technical and analytical assistance to states and localities.

The ideal candidate will have strong analytic skills, experience working
on clean energy and air quality policies, particularly with state
officials and the ability to convey technical concepts to non-technical
audiences, orally and in writing.  A background in policy, engineering,
economics or some other field using quantitative and/or technical skills
is desired.

Duties may include:
   -Researching, analyzing and documenting climate change issues that
   relate to states and localities
   -Helping assess co-benefits associated with a range of policies and
   programs
   -Initiating and developing guidance documents and tools
   -Working directly with state and local officials, across EPA and the
   federal government to evaluate options and develop recommendations
   -Managing contracts, grants and/or interagency agreements
