POSITIONS AVAILABLE – PROTECTING THE OZONE LAYER AND PROTECTING
CHILDREN’S HEALTH AT EPA

U.S. EPA’s Stratospheric Protection Division (SPD), in the Office of
Atmospheric Programs (OAP), is seeking four highly motivated individuals
to support its voluntary and regulatory programs to protect the
stratospheric ozone layer and human health.

SPD works to protect the ozone layer under the Montreal Protocol and the
Clean Air Act.  Depletion of stratospheric ozone results in higher
levels of ultraviolet radiation, causing health effects (such as skin
cancer) and ecological impacts.  We phase out the production and use of
ozone-depleting chemicals, review and approve substitutes for prohibited
chemicals, participate in international negotiations with other Parties
to the Montreal Protocol, work with schools and communities to foster
sun-safe behaviors, and support the Agency’s activities to mitigate
human contributions to global climate change.


Two advertised positions will be in SPD’s Alternatives and Emission
Reduction Branch.  AERB helps guide the US and worldwide transition to
ozone-friendly alternatives across major industrial, commercial, and
military sectors and work with key industry and governmental partners to
advance technologies and practices that reduce greenhouse gas emissions.

AERB is seeking motivated and creative individuals to help develop
initiatives to promote advanced technologies in industry sectors
including commercial refrigeration, appliance manufacturers and
retailers, chemical manufacturers, stationary and mobile air
conditioning, insulation foam, fire suppression, and military and space
programs.   The jobs will include developing and implementing outreach
strategies and recruiting partners and working across OAP, other
agencies, other governments and non-governmental organizations.  The
ideal candidates would also be able to conduct analyses on emissions and
technical and economic feasibility of alternative technologies.  The
positions are likely to be advertised at a GS-11 or -12 level (salary

The third advertised position will be in SPD’s Stratospheric Program
Implementation Branch.  SPIB runs regulatory programs that phase out
ozone-depleting substances, and manages exemption programs for certain
remaining critical uses.  It tracks the production, import, and trade of
controlled substances to ensure industry compliance with phaseout
requirements and U.S. compliance with caps established under the
Montreal Protocol.

The position will help SPIB manage the regulatory “safety valves” –
exemptions that allow limited use of phased-out substances in cases
where alternatives are not yet fully available.  These include methyl
bromide, an important agricultural fumigant, and chlorofluorocarbons
(CFCs) used in medical inhalers.  The position involves managing and
analyzing data, writing regulations, and coordinating with other federal
agencies and with industry stakeholders.  The position will require
excellent analytical and communication skills, an ability to manage
multiple priorities, and ability to work in a team structure.  The
positions are likely to be advertised at a GS-11 or -12 level (salary

The fourth advertised position will also be within SPIB.  To address the
health risks of ultraviolet radiation while the ozone layer is under
repair, EPA provides educational materials to schoolchildren and the
public on protection from overexposure to the sun.  EPA’s sun safety
curriculum is now taught in over 14,000 schools in all 50 states, as
well as over 900 community-based education institutions like summer
camps and science and children’s museums.  Participating schools or
institutions use a tool kit containing over 40 interactive,
cross-curricular educational activities that meet national educational
standards for health, physical education, language arts, mathematics,
science, and social studies.

The position involves providing expertise on national and state
educational standards for the sun safety program.  Applicants should
have a strong background in national and state education standards.  The
position also involves forging strong relationships with diverse
partners, including national environmental, education, and public health
agencies, government organizations, and non-profit groups; development
of outreach and education materials; response to information requests
from teachers, schools, parents, dermatologists, and meteorologists;
coordination of focus groups and other information-gathering efforts to
ensure success of communications and education efforts; coordination
with EPA's Offices of Public Affairs, Children's Health Protection, and
Research and Development, as well as other organizations inside and
outside of EPA.  The position also involves analyzing technical
material, including public health and economic information, with a
specific focus on ultraviolet (UV) radiation health effects, economic
analyses, program evaluation, and national educational standards.

The position is likely to be advertised at a GS-9 or GS-11 level (salary
range $44,865-58,318), with promotion potential to GS-13.  Potential
