Environmental Protection Specialist
GS-0028-11

LOCATION: Office of Air, Office of Atmospheric Programs, Stratospheric
Protection Division, Alternatives and Emissions Reduction Branch,
located in Washington, DC.

PROMOTION POTENTIAL:  GS-13

TRAVEL AND RELOCATION EXPENSES:

Travel, transportation, and relocation expenses will not be paid by the
Agency.  Any travel, transportation, and relocation expenses associated
with reporting for duty in this position will be the responsibility of
the selected candidate.


DUTIES AND RESPONSIBILITIES:

Assess and develop regulatory and non-regulatory policy and programs
to protect the stratospheric ozone later and reduce and avoid increases
in greenhouse gas emissions through the following duties:

- Assess and develop policy and economic incentives for
industry, other federal agencies, State governments, other countries
to incorporate emission reduction strategies to existing policies
and practices.

- Coordinate with EPA programs and external agencies and stakeholders
to develop partnership programs to reducing emissions of ozone depleting
chemicals and non-CO2 greenhouse gases, from sectors formerly dependent
on ozone depleting chemicals.

- Track and analyze the effectiveness of regulatory and non-regulatory
programs through the use of databases, spreadsheets, graphics and
reports, and the preparation of statistical and other reports.

- Assist in development of non-CO2 gas inventories and
projections and economic analyses of non-CO2 abatement technologies.

- Manage contracts and grants to meet the Agency's needs in a cost
effective and timely fashion.


CONDITIONS OF EMPLOYMENT:

-  May be required to travel 1 to 5 days per month.

-  The person selected for this position must complete an OF-306,
"Declaration for Federal Employment," prior to appointment to determine
their suitability for Federal employment.

-  The person selected for this position is subject to a favorable pre-
appointment background investigation and must successfully pass a
limited
background investigation.

-  The person selected for this position must complete a Confidential
Financial Disclosure Report prior to appointment and on an annual basis
thereafter.


QUALIFICATION REQUIREMENTS:

Applicants must have general and/or specialized experience and/or
education
as described below.  This requirement is in accordance with the Office
of
Personnel Management's Operating Manual for Qualifications Standards for
General Schedule Positions.  When specified, applicants must also meet
any
Mandatory (Selective Placement) Factors listed.

A.  EXPERIENCE REQUIREMENTS:  At least one year of specialized
experience
comparable in difficulty and responsibility to the GS-09 level in the
federal government.  Specialized experience is that which has equipped
the applicant with the experience to successfully perform
the duties of this position.  Examples of specialized experience are:

  -- Experience using databases and other software to manage projects,
     track information and analyze scientific and economic data.

  -- Experience in analyzing industry trends and developing policy
     options on emission reduction strategies.

  -- Experience translating scientific research data into reports
     for environmental and corporate policy direction.


B.SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

The following education may be substituted for the required experience.

Applicants must have a Ph.D. or equivalent doctoral degree or three
(3) full years of progressively higher level graduate education leading
to such a degree or an LL.M. if related.

You could also qualify based on a combination of education and
experience
(as described above) that provided the specific knowledge, skills and
abilities to perform successfully the duties of this position.  To
qualify for this position based on a combination of education and
experience, you must provide detailed information in your resume
describing your experience and also provide copies of college
transcripts. If you do not provide the required information, you
will be determined ineligible.

NOTE:  Foreign degrees must be evaluated by a private professional
organization specializing in interpretation of foreign education
credentials or an accredited U.S. educational institution in terms
of equivalency to a degree acquired at an American college or
university. A copy of the evaluation results must be included in
your Application Documents package or your application will not
be considered.  Semesters spent in a study abroad program do not
need to be evaluated if included on your transcripts from a US
college or university.


D.  MANDATORY (SELECTIVE PLACEMENT) FACTORS:  In addition to the
education and experience requirements described above, you must also
possess the following knowledge, skills, or abilities to qualify for
this position:

    1.  Leads consumer product marketing initiatives in partnership
        with product manufacturers and retailers.

    2.  I have managed studies evaluating the economic and environmental
        impact of environmental regulations, policies and issues.
