LOCATION: Office of Air and Radiation, Office of Atmospheric Programs,
Clean Air Markets Division, Emissions Monitoring Branch, located in
Washington, DC

TRAVEL AND RELOCATION EXPENSES:

Travel, transportation, and relocation expenses will not be paid by the
Agency.  Any travel, transportation, and relocation expenses associated
with reporting for duty in this position will be the responsibility of
the selected candidate.


DUTIES AND RESPONSIBILITIES:
The incumbent will serve as an Environmental Engineer in the Emissions
Monitoring Branch of the Clean Air Markets Division (CAMD).  The Branch
is responsible for the implementation of Part 75 of Title 40 of the Code
of Federal Regulations.  This regulation requires electric utilities to
install and operate continuous emissions monitoring systems (CEMS) and
report hourly emissions to EPA.  Implementation work includes developing
and interpreting policy, certifying industry CEMS, and the collection,
analysis, and dissemination of emissions data for purposes of
publication,
compliance determination and evaluation of rule effectiveness.  Specific
activities will include:

- Apply engineering principles, methods and practices to facilitate the
training
of State and Regional contacts in the area of emissions monitoring and
data
quality assurance.

- Provide authoritative advice and recommendations for policy options
based
on the review and analysis of technical information, such as
sector-based
emissions data.

- Manage the development and implementation of automated engineering
tools
for use in the analysis of emissions monitoring data in the areas of
emissions trends, quality assurance, and correlation to control and
operational parameters.

- Contribute technical expertise in the field of emissions monitoring
and
monitoring technologies to inter-agency and industry groups.

- Coordinate emissions monitoring policy development within CAMD, States
and
the Regions. This coordination requires extensive knowledge of
monitoring
equipment, operation, reporting, and quality assurance practices as well
as
agency regulations and policy manuals.

- Analyze, coordinate, and resolve complex Part 75 monitoring petitions
submitted by reporting emission sources.  Resolution of petitions
requires
extensive knowledge of engineering principles relating to utility and
industrial plant operations and emissions monitoring practices.

- Write and present issue papers to explain Agency policy and positions
on
emissions monitoring and data quality assurance issues.

- Represent EPA in dealing with other Agency workgroups to develop
coordinated Agency positions on emissions monitoring.

- Apply engineering principles methods and practices and direction to
the
development of ARP, NBP, CAIR and CAMR data bases and the performance of
emission monitoring system evaluation.

- Provide direction to the maintenance of the Emissions Data Record
instructions, emissions monitoring policy guidance, and other documents
relevant to the implementation of monitoring requirements under the ARP,
NBP, CAIR and CAMR programs.

- Provide expert engineering evaluation to implementation issues
associated
with continuous emission monitoring systems, and the allocation,
trading,
and tracking of emissions and allowances under the ARP, NBP, CAIR and
CAMR
Programs.

-  10% of work time will be spent performing contract management duties.

CONDITIONS OF EMPLOYMENT:

-  May be required to travel 1 to 5 days per month.

-  The person selected for this position must complete an OF-306,
"Declaration for Federal Employment," prior to appointment to determine
their suitability for Federal employment.

-  All males born in 1960 or later (who are selected for appointment)
must certify that they have met registration requirements under the
Selective Service Law prior to appointment.

- The person selected for this position must complete a Confidential
Financial Disclosure Report prior to appointment and on an annual basis
thereafter.

-  The person selected for this position is subject to a favorable
pre-appointment background investigation and must successfully pass a
minimum Background Investigation.
