[Nsa] new NCAR Science Advisor

Dear colleagues,

We are pleased to announce that Piotr Smolarkiewicz (MMM) has agreed to 
serve as NCAR Science Advisor.
As you may be aware, the Science Advisor represents the NSA on the NCAR 
Executive Committee with full
voting privileges. It is a half-time position funded by the NCAR 
Director's Office with a one-year term.

Piotr replaces Joe Tribbia (CGD), who has just completed his term as 
the first NCAR Science Advisor.
We thank Joe for his dedicated service in representing the NSA over the 
past year.
