That all said, a "canonical" NCL installation would install everything underneith whatever directory was designated $NCARG_ROOT. So underneith that directory should appear subdirs named bin/, include/, lib/, man/. The out-of-place EnvVars in your case seem to be the EnvVar NCARG_NCARG: the other salient variables point to /usr/lib64/ncarg, whereas this one points to /usr/share/ncarg (?).
