[ncl-talk] Wavelet siglvl issue

Hello,

As noted in the documentation, NCL's wavelet function is an interface the
fortran code located at:   http://paos.colorado.edu/research/wavelets/
<http://paos.colorado.edu/research/wavelets/>

I''ll look but the code is a bit complicated.
