[ncl-talk] TX,Y major ticks interference

Hi Rich,

The gsn_csm_xxx scripts try to align the two sets of tickmarks so they are
the same length. If you change one set of tickmarks, it "scales" the other
ones so they are the same.

I think if you set:

  res at gsnScale = False

this might fix the problem.

Let ncl-talk know if it doesn't.
