[ncl-talk] An important problem: about install NCL on cygwin

I think somebody already mentioned this, but in the future, please post NCL
installation questions to ncl-install at ucar.edu and not ncl-talk at ucar.edu.

Usually the problem with "ncl" not executing properly under Cygwin can be
traced to one of two issues:

   1. You are trying to run "ncl" on a 64-bit version of Cygwin. NCL is
   only supported under 32-bit.
   2. You have a version of Cygwin that is too old and needs to be updated.
   You can easily upgrade Cygwin by downloading a new "setup-x86.exe" program
   and running it.  It should detect that you have old versions of things, and
   update the appropriate software packages.

The information on how to install a 32-bit version of Cygwin, and also
which version of Cygwin we used to build NCL can be found at:
