[ncl-install] Update from ncl 6.3.0 to 6.4.0

Dear ncl-user
                   I am new and tried install ncl 6.4.0 on ubuntu 16.04
using sudo apt - get install ncl-ncarg. The ncl installation is successful
but it is an older version (6.3.0). I do not know how I can move for higher
version.


Therefore, please help me to tackle this problem and so I can learn ncl.
