Hi Mary,

I installed on Mac  running El Capitan.

Xcode,
XQuartz
gcc-6.3-bin.tar.gz and  gfortran-6.3-bin.tar.gz updated Jan 2017 from 
http://hpc.sourceforge.net/

Downloaded  OPeNDAP 

ncl_ncarg-6.4.0-MacOS_10.11_64bit_gnu610.tar.gz


Everything works as expected.
