[ncl-install] Fw: Installation issue

Hi Arnold,

I would have thought this version had eemd in it, but it might have been
added right after we released the conda version.

I will ask our conda expert, Kevin Hallock, about this.  He might be able
to update the conda version to provide you with an updated test version.
