[ncl-install] More information for NCL issue

NCL is not working for me. I downloaded
ncl_ncarg-6.4.0-MacOS_10.12_64bit_nodap_gnu530.tar.gz

Here is a picture of my terminal with all of the requested commands. Let me
know if you have a suggested fix.
