[ncl-install] 【HELP】 Installing NCL under Cygwin/X (Windows)

You need to rerun the "setup-x86.exe" program for Cygwin and install the
"libtiprc" library.

Please see the list here for more information on what you need to install
for NCL to work under Cygwin:
