[ncl-install] Downloading a Linux Version of NCL on a Windows Machine

Have you tried following the instructions on the NCL download page?

http://www.ncl.ucar.edu/Download/#Download

These should step you through the 2-3 pages to get to the list of all
available binaries, or the source code if you need that. I would surmise
that NCL should work fine on AWS if you choose the correct binary to match
the OS and compiler you've chosen for the Amazon instance.
