[ncl-install] The new version NCL6.3.0 can't work on my computer with Cygwin

Dear all,

I had used the old version NCL6.2.1 on my computer with Cygwin, and it works well.
But when I install the new one today and set up the environment to run NCL, I find it can't work.

If I type the following:
     
    ncl -V 

I can't get any information, as if nothing had happened.
So, do I need  do some changes to my Cygwin?
Any help?
