[ncl-install] libbz2.so.1.0 dependency; don't have that lib on the system

I got a precompile from NCL, with a recent fix. When I tried to run, it
gave me a failure because libbz2.so.1.0 wasn't there. Of course, I've
got libbz2.so.1 but not libbz2.so.1.0

I can probably just create a link for this, but I'm not sure it really
should WANT the current requirement instead of even a generic libbz2.so (or
at the most, libbz2.so.1).

Please advise!
