[ncl-install] Trying to download/install ncl/ncarg

Hi Mary,

I need 64-bit, my compiler is 4.4.7, sot the ncl_ncarg-6.1.2.Linux_RHEL6.2_x86_64_gcc446.tar.gz would be the one I need.
