It's likely that NCARG_ROOT is just not set then, or set incorrectly. If you type:

which ncl

this will echo something like

/usr/local/bin

If you remove the "/bin" part, this gives you the value you likely need to use for NCARG_ROOT

export NCARG_ROOT=/usr/local
