[ncl-install] 32b RHEL 6 version

Hi,

Are there any plans on building a 32b RHEL 6 version of ncl_ncarg?  I've 
been trying to get a clean build on our server but keep running into 
various problems, like the build finishes but doesn't create an ncl program.
