There's only one tar file for NCL on Windows, which is only available under the "Opendap-enabled" section ("NCL Version 6.1.2 precompiled binaries, OPeNDAP-enabled").

ncl_​ncarg-​6.​1.​2.​CYGWIN_​NT-​6.​1-​WOW64_​i686.​tar.​gz

The key is that you have the latest version of Cygwin/X installed. For more information, see:
