[ncl-install] ncl 6.0.0 binaries for Gentoo

Hi Mike,

The Debian binaries might be your best bet, as I don't have any Gentoo  
binaries.  It looks like what you downloaded before was a Debian binary.

Try this binary:

ncl_ncarg-6.0.0.Linux_Debian_x86_64_nodap_gcc432.tar.gz
