[ncl-install] Fix for problem with NCL 5.2.1 *gcc412* LINUX binaries

If you downloaded one of the following LINUX binaries for NCL:

ncl_ncarg-5.2.1.Linux_i686_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_x86_64_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_i686_nodap_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_x86_64_nodap_gcc412.tar.gz

and got a segmentation fault when running "ncl", then read further.

The above binaries were compiled on a RedHat system.

As a test, I provided Debian binaries to people who had problems
with the RedHat binaries, and this seemed to fix the problem.

The Debian *and* RedHat binaries are now both available on the ESG
as the following files:

ncl_ncarg-5.2.1.Linux_Debian_i686_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_Debian_x86_64_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_Debian_i686_nodap_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_Debian_x86_64_nodap_gcc412.tar.gz

ncl_ncarg-5.2.1.Linux_RedHat_i686_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_RedHat_x86_64_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_RedHat_i686_nodap_gcc412.tar.gz
ncl_ncarg-5.2.1.Linux_RedHat_x86_64_nodap_gcc412.tar.gz
