[ncl-install] Installing OpenDAP ncl

In my opinion, the LINUX binaries should work across different  
systems. For some reason,
however, the RedHat ones sometimes cause problems on other systems, so  
I created
binaries on Debian just to see if this fixes things.  The Debian ones  
seem to work
more seamlessly across different flavors.
