[ncl-install] Cannot install NCL 5.2.0 binaries on RHEL 4 while 5.1.x did work before

Hi Christian,

I'll try to see if I can build NCL on a gcc 3.4.6 system. We do seem to have one system that still has this
version, although I have to warn that we have moved to gcc 4.x on most of our other systems, and
may not be able to continue supporting gcc 3.4.6.
