[ncl-install] Access problems for downloads of NCL 5.1

Are there any access problems currently to the www.earthsystemgrid.org
website?  I logged in and when I try and download any of the 64-bit linux
binaries I get an error:

AN ERROR HAS OCCURED
User Not Authorized

I am able to download the 32-bit versions.  I have downloaded the 64-bit
version in the past, but I realized I had the wrong version and need
a different build.
