[ncl-install] Installing NCL NCAR graphics- Linux x86_64

Hi,

I have tried to install NCL on a linux x86_64 machine. After I executed the
tar -xvf .... command, the tar file unpacked but the bin and lib
directories were not created. Nor would the test commands work.

Have you any suggestions?
