[ncl-install] running ncl and The compile and link failed

I've just built ncl-5.1.1 for Fedora 11.  You can get the builds here:

I've requested it to be pushed to updates-testing so shortly you should 
be able to do:

yum --enablerepo=updates-testing install ncl
