[ncl-install] mjo_phase_background

We do not understand this either.

However, people were downloading beta  versions of 5.1.0 understanding
that development of 5.1.0 would continue.

Perhaps, the 'diagnostics_cam.ncl" you are using falls into
that category???

I have placed a gzip'd current version at

http://www.cgd.ucar.edu/~shea/diagnostics_cam.ncl.gz

Please download and uncompress

%> gzip -d diagnostics_cam.ncl.gz

Reference this version ... If it works, pls replace the
previous version with this.

Let me know the result.
