[ncl-install] Include/header issues

Some effort is underway in Fedora to cleanup packages that don't include 
the proper include files in their code.  I've attached a patch that 
starts some of this for NCL.  There are *lots* more to do.

Also, to properly expose vsnprintf one should define _ISOC99_SOURCE.
