This is not sufficient information.  Without some output from the  
command(s) you are trying to execute, we can only guess
as to what you're trying to do.

To build NCAR Graphics from source code, please see the following link:

Note that the above link details how to build both NCAR Graphics and  
NCL (compiling NCAR Graphics is part of the NCL build process).

There are specific notes about building NCAR Graphics only, as well  
as information on the 'ymake' process:

This is helpful information.  For future reference, the output from  
'uname -a' is generally more useful.
