[ncl-install] where to install binaries

You may install them in the location of your choosing; see:  http:// 
www.ncl.ucar.edu/Download/install.shtml

The example in the noted documentation installs into  /usr/local    
but you may choose a different location if you wish,
as the binary installation is self-contained in that regard.
